Presidents have no authority over the White House. In fact, it could be argued that tenants have more rights than presidents. Presidents are more like temporary guests at a historic hotel where they work in exchange for rent.
The money for the upkeep of the White House and any renovations is supposed to be appropriated by Congress. Since the White House is in a national park, Congress has oversight authority over the White House building.
The White House belongs to the American people, and members of Congress are representatives of the people. The people must approve changes their members of Congress to the White House.
Presidents are temporary. They are elected every four years, and are limited to eight years in total.
The White House is bigger and more important than any president. It is a symbol and an institution that has seen presidents come and go for centuries.
Trump is reckoning with his own mortality and can’t handle the notion that he is temporary.
