There is a group of Senate Republicans who do not want to cut Medicaid. The number of Senate Republicans who oppose Medicaid cuts is between four and seven. There are enough of them to require major changes to the Republican plan to cut taxes for the wealthy and corporations and pay for it by cutting Medicaid.
This fact has slowed down Speaker of the House Mike Johnson who laid out the House Republican plan to gut Medicaid.
Speaker Johnson said on Fox’s Sunday Morning Futures:
First, at the same time, we have to root out fraud, waste and abuse. We have to eliminate people on, for example, on Medicaid who are not actually eligible to be there. Able-bodied workers, for example, young men who are, who should never be on the program at all. It when they, when you have people on the program that are draining the resources, it takes it away from the people that are actually needing it the most and are intended to receive it.
You're talking about young single mothers. you know, down on their fortunes at the, at a moment, you know, the people with real disabilities, the elderly. And we've gotta protect and preserve that program. So we're gonna preserve the integrity of it in this process. We have lots of categories of, of areas where the government is too large, it does too many things.
And the DOGE efforts and others have highlighted that for the American people. So in this process, you're gonna see in 11 different committees of jurisdiction across the House working.

The key word in Johnson’s answer was “real.” Republicans in Congress are going to decide who has a “real” disability and who doesn’t.
Johnson mentioned able-bodied people, which suggests that anyone who doesn't have a physical disability could potentially lose their health insurance. Whether or not this is going to happen will be up to a small group of Republican senators who do not want to cut Medicaid.
The problem is that over half of the $1.5 trillion in spending cuts that House Republicans demand comes from cutting $880 billion from Medicaid.
House Republicans say they won’t vote for tax cuts without spending cuts, and Senate Republicans don’t want to cut Medicaid to pay for the tax cuts. Pressure is growing on Republicans not to cut Medicaid.
House Republicans want to take away healthcare from millions, and that is something that every American needs to understand.
