No, Trump Can't Sign An Executive Order And Impose Voter ID
After failing to gain any Senate momentum toward passing the SAVE Act, Trump is now going to Trump to impose voter ID through an executive order, but it won't work.
It was just days ago that the White House was trying to pressure Republican senators into changing the filibuster to pass the SAVE Act, but that died quickly, so now Trump has moved on to trying to impose voter ID on the nation’s elections through an executive order.

The executive order would be the act of a desperate president who is about to become a lame duck, but according to White House Press Secretary Karoline Leavitt, that is exactly what Trump is thinking about doing.
Leavitt was asked at the White House press briefing, “President Trump has talked about a forthcoming executive order on voter ID. Is there more details you can provide about that? And can you talk about any steps that you’re taking to overcome core challenges that you’ve kind of faced in this area before on voting?”
Leavitt answered:
Well, as the president said, in that Truth Social post, he’s discussing and exploring legal options for a potential executive order with respect to voter ID.
This is something he’s made very clear. He wants Congress to get done. The Save America Act is a common-sense piece of legislation that has now passed the House of Representatives to ensure that voter ID is a requirement in the United States of America. This is a common-sense policy that nearly 90% of the country agrees with.
You need an ID to go and purchase alcohol. You need an ID to go to the library and check out a book, and so the president thinks you should have an ID to vote in our nation’s elections, and I know the vast majority of Americans agree with him on that, and he wants Congress to move and move quickly to get it done.

Leavitt was not being honest about what the SAVE Act does.
As we discuss below, it is impossible for a president to impose a voter ID requirement through an executive order.
