Homeland Security has been a department of the Executive Branch that has been plagued with problems since its creation. Part of the issue is that it was rushed into creation by Congress after 9/11 due to the gaps in national security that allowed the terrorists to escape detection. Originally, DHS’s mission was supposed to focus on agency coordination and overseeing the protection of the homeland.

However, many existing agencies did not want to give up their power, so DHS has spent much of its history plagued by bureaucratic turf wars.

Republicans have long been fearful of terrorists coming into the United States from the Southern border, so DHS has taken on the role of overseeing immigration enforcement.

The problem has been that the legislation establishing DHS is vague and unclear about its limitations and duties. This left the agency up to the president to decide its emphasis and direction.

It is this legislative blind spot that Trump has used to take DHS away from its intended mission and make it virtually solely an immigration enforcement agency.

Trump put the unqualified former Governor of South Dakota, Kristi Noem, in charge of DHS. Republicans confirmed Noem, and then gave her a big pile of money to make DHS one of the largest agencies in government, and the result has been a trainwreck.

Democrats would be expected to take Noem to task at a hearing, but what was unexpected was retiring Sen. Thom Tillis (R-NC) turning his questioning time with Noem into a performance review.

Tillis took Noem to task for the way she is handling FEMA and immigration enforcement:

The Homeland Security Act of 2002 expressly prohibits the Secretary of Homeland Security from restricting or diverting FEMA resources from the agency's mission. Based on your disaster response, the chart that I just showed you, I have reason to believe that you're violating the law either knowingly or unknowingly. So I'll be asking and getting a submit submission to the record submitting a question for the record, what the total amount of FEMA reimbursements are currently being held by DHS, awaiting for final approval held by DHS awaiting for final approval for an agency that you should not be obstructing the disbursement on. I'm gonna give you time to answer to it under penalty of perjury so that we can get it right.

Tillis did not ignore a single area of Noem’s failure.
